Fire Protection 2026 to 2027: New Rules and Deadlines

Russia's fire safety rules changed substantially in 2026. New design standards for fire alarm and alert systems, high rise buildings, steel structures and internal water supply are already in force. The current fire regime rules expire on 31 December 2026, and a new Ministry of Emergency Situations order takes over from 1 January 2027.

For designers, installers and building operators, that means checking existing designs against the new rules and planning upgrades now. For suppliers of fire safety equipment, it means buyers will be looking for hardware that meets the new requirements.

The biggest change: how buildings warn people

The old fixed alarm types are gone. Every building must now combine the signals that suit it, and prove they work:

• Sound, speech, light and touch chosen for each building
• Visual and tactile alerts wherever sound alone is not enough
• Tactile alerts for seats in halls and every bed in inpatient medical facilities
• Speech that people understand, not just hear

For many sites this means hardware they have never bought before.

Four more changes worth knowing

• High rise buildings have a new fire safety standard.
• Steel structures can now be approved by calculation instead of fire tests.
• Water supply rules are eased, which lowers installation costs.
• Fire safety staff need formal qualifications, and inspections now follow risk levels.

Demand that does not stop after the upgrade

Fire alarm, alert, smoke removal and extinguishing systems must now be tested every year, including older systems. That means steady demand for service, testing and replacement parts long after the first installation.

Where suppliers meet the buyers

The installers and designers who must now specify compliant systems come to Securika Moscow. In 2026, 8,722 visitors registered an interest in alarm and warning systems.
